School-based Teacher Education Partnership
Our PLuS School-based Teacher Education Partnership (STEP) provides pre-service teachers who are enrolled in the School’s Master of Teaching (MT) program an opportunity to complete their student teaching experience as a provisionally licensed classroom teacher in a local high needs school (currently limited to Henrico County Public Schools).
STEP educators earn a partial salary with a full teacher benefits package under the supervision of an expert teacher while teaching, and commit to remaining at a high needs school upon licensure completion. STEP completers earn the MT from the University of Richmond, complete their residency requirement over an academic year rather than a semester, and are guaranteed a position.
Who’s STEP For?
- Current MT students seeking a paid pathway toward licensure
- Prospective teachers who seek to make a difference to students in local high needs schools
- Professionals who seek ongoing instructional coaching through coursework, teaching residency and the first year of licensed teaching
Next Steps
- Currently enrolled students in the MT program should contact Dr. Deborah Napoli, Director of Field Placements, to express interest in the STEP program.
- Prospective MT students should first apply and enroll in the MT in order to be considered for the STEP program.

Teacher Licensure Completion
Our PLuS Teacher Licensure Completion program (TLC) provides in-service, provisionally licensed educators a steeply discounted pathway toward licensure. TLC educators from high need schools across the region can complete VDOE requirements to earn full licensure.
TLC participants receive a university support coach who does not evaluate participants or report to building or division personnel. They also receive personal advising sessions to help understand VDOE requirements for full licensure.
SPCS provides vouchers to cover the cost of all licensure exam fees and provides deeply discounted tuition for professional learning courses, currently $400 per 3-semester-hour course.
Who’s TLC For?
- Provisionally licensed teachers seeking a clear, direct and cost-effective pathway toward licensure.
- Provisionally licensed teachers who seek to serve students in local high need schools.
- Professionals who seek coaching support in addition to support provided by their school or division.
Next Steps
Provisionally licensed teachers in high need schools in local school divisions should contact Dr. Laura Kuti, Associate Chair of Teacher Education, or Megan Kertis, TLC Program Administrator & Advisor.
